Summary

ODS was appointed by Arcadis LLP, on behalf of Oxford City Council to deliver the redevelopment of East Oxford Community Centre. The 90-week programme comprised the demolition of a dilapidated section of the site, the sensitive refurbishment of the former school building, and the construction of a new modern three-storey timber-framed extension. A glazed atrium was introduced to create a seamless connection between the historic and contemporary elements. The new building was designed to Passivhaus standards and incorporates a third-floor balcony, solar photovoltaics, and air source heat pumps.

Requirements

ODS was procured under a Design and Build contract, supported by a PCSA (Pre-Construction Services Agreement) to agree the scope and budget, and secure detailed planning and heritage approvals. Then commenced the careful refurbishment of the original building to protect and enhance its historic character, alongside the demolition of existing outbuildings and a sustainable three-storey timber-framed extension was constructed. Sustainability was a core driver throughout the design and construction.

Challenges

  1. Located on Cowley Road – one of Oxford’s busiest roads – the project presented significant logistical constraints, particularly around access, traffic management, and delivery coordination.

  2. The project attracted high levels of local interest, making proactive engagement with stakeholders essential. Including community and end user engagement for the design of the space.

  3. The refurbished and new buildings were required to achieve consistent performance standards, including airtightness and thermal efficiency, despite their differing construction types and ages.

Solutions

The personable approach to structured project management allowed seamless stakeholder alignment throughout the programme, while a robust  approach was adopted to coordinate activities, manage risk, and deliver on time.

Deliveries were carefully planned and sequenced to minimise disruption, with robust traffic management and health and safety controls in place.

Regular design and progress meetings were held with Oxford City Council and the local community, to maintain transparency and address challenges collaboratively.

ODS worked closely with experienced architects and specialist consultants with proven Passivhaus expertise to develop and implement solutions that met the required performance outcomes across both buildings.

Results

The completed Community Centre provides a modern, inclusive, and accessible facility that supports residents and local organisations while respecting the site’s heritage. The development successfully balances sustainability, carbon reduction, and functionality, delivering flexible spaces that are fit for long-term community use. The new Changing Places toilet provides a safe, clean, and dignified environment for individuals with complex disabilities who require assistance. Features such as the glazed atrium, expansive balcony, solar panels, and air source heat pumps contribute to a future-ready building that promotes environmental responsibility and social inclusion.
