ODS Property Services worked in partnership with Oxford City Council Housing and Building Services to increase the energy efficiency of council housing, using a property on Jasmine Close as a flagship property for this project. The team have been piloting different systems of work, products and materials in order understand how these systems can affect the property’s energy efficiency and improve its overall Standard Assessment Procedure (SAP) and Energy Performance Certificate (EPC) ratings.


Oxford City Council is working in partnership with ODS on decarbonisation schemes, and this project offered an opportunity for that partnership to continue.

At ODS, we are also working against the PAS2030/35 framework for the installation of energy efficiency measures and energy retrofits to domestic buildings, making us the perfect partner on this project.


The Council has a target for all its properties to have an EPC of level C or above by 2030 while reducing their carbon foot print. This was a challenge we needed to meet during this pilot.

During the build time on this property, there were global shortages of suppliers, which threatened to delay works.


This pilot enabled us to look at and improve upon internal insulation. This reduced the carbon footprint of the property and helped to reduce fuel poverty.

The team used their strong partnership with Buildbase to acquire the specialised materials, which they had access to due to their extensive supply chain network.
